Jon Scamman

chief executive officer

Jon joined CPAS as CEO on 3 October 2022. During his 20 years of parish ministry, he has benefitted from many connections to CPAS including via the Arrow Leadership programme, with his children attending Venture holidays, and as vicar of St Thomas’ Lancaster, a CPAS Patronage church.

He will work with our Board of Trustees, the Council of Reference, staff, and our many volunteers, to help local churches thrive in contemporary society. Jon particularly admires CPAS’ missional confidence and cultural agility and is excited to bring what is God-shaped in him to this role. 

When not travelling the country, Jon loves spending time in Lancashire with his wife Helen, four children and dog, walking in the nearby Lake District, Forest of Bowland, and Yorkshire Dales.

GRAHAM ARCHER

Director of Ministry

Graham's passion for growing local churches is impossible to ignore, with over 30 years working as a missionary, pastor and church planter under his belt.
Having qualified as a biochemist, Graham spent two years working for a missionary society in Japan before training for ordination at St John's Nottingham.

He then served his curacy at St Matthew's Ipswich before planting churches in the Ipswich and Felixstowe areas for the next 14 years. He then moved on to become vicar of Highfield Church in Southampton for 13 years, before starting his role as Director of Ministry at CPAS in October 2012.

His role involves the leadership and management of CPAS' work across the UK and Republic of Ireland, line managing the principals and contributing to the work of patronage appointments and leadership development training.

VAL FLOY

Director of Operations and Finance

Val joined CPAS in March 2022 as the new Director of Operations and Finance, responsible for ensuring CPAS runs efficiently and effectively.

She has had a career in the faith-based charity sector, most recently working at Worcester Cathedral as their Chief Operating Officer. Prior to that she has had roles with Anti-Slavery International, The Children's Society and Spurgeons.

She studied law at Warwick University and has relocated back to the area with her husband to work with CPAS. Val loves walking and is a keen cook.

TIM FRIEND

VENTURES AND FALCONS PRINCIPAL

Tim heads up the CPAS Ventures and Falcons team. We're not sure how that happened since he was banned from 'camp' as a teenager!

He has been an overall leader on a School Venture, a Diocesan Youth Officer and associate evangelist for Christians in Sport.

He is passionate about creating attractive environments for people to explore the gospel; and he loves spending time in the hills and mountains on (one of) his bike(s).

MIKE DUFF

PATRONAGE SECRETARY

Mike heads up the Patronage team, providing leadership, support and advice to parishes on patronage issues and helping vacant parishes through the appointment process.

Before joining us as Patronage Secretary, Mike spent 12 years as vicar of St Jude's Southsea, a CPAS patronage parish in Portsmouth diocese. Alongside this, he served as an associate area dean and member of the Diocesan Synod and Bishop's Council, contributing to Portsmouth's strategy for church planting and growth. Mike has also previously worked in Indonesia with CMS with responsibility for national theological training.

dagmer dias

Executive assistant to the patronage team

CPAS website staff photo size.png​As the EA, Dagmer provides administrative support and assists the team in vacancy processes that helps vacant parishes through the appointment process.

Prior to her role at CPAS, Dagmer worked as a family worker at St John the Divine, Willenhall where she supported deprived families, single mums and children and helped them grow in their faith for God. Dagmer also, worked part time with asylum seekers in Coventry, coordinated projects to bring the right support required to help them settle in.

Dagmer enjoys going on walks, exploring new places, trying fancy afternoon teas and rating them.

JO MCKEE

LEADERSHIP PRINCIPAL AND DIRECTOR OF ARROW

Prior to her role, Jo was a full-time incumbent of a parish in north Manchester and served as the Arrow Programme Director as a sixth day ministry.

With becoming a Christian at a relatively young age, Jo has had a variety of ministry roles in different contexts: youth worker in a professional church in south Manchester, summer youth venture leader, music director in an ex-pat church in Belgium, school chaplain for a UPA Church of England Academy, incumbent for a church family in a working-class area, and now working for an Anglican mission agency. Making Jesus known is what Jo is passionate about, as well as seeing leaders grow and flourish.

MATt Hogg

LEADERSHIP ENABLER

As a Leadership Enabler, Matt is involved in delivering teaching and training that will facilitate the development of missional leadership and encourage evangelism and mission in churches across the nation.

Previously, Matt planted a church in West London which he then pastored for 11 years. Amongst other things during his time in the London Diocese he helped facilitate church growth learning communities, co-founded a resourcing network to help churches grow in digital best practice, and was a vice-chair of governors in a state primary school.

As an ENFP Matt recharges around others and enjoys connecting with new people. He relishes innovation and enjoys unlocking growth and potential at every level.

mat Ineson

LEADERSHIP Enabler

As part of the leadership development team, Mat has a particular focus on inspiring, informing and influencing church leaders so evangelism becomes central to church life, ministry and activity. 

Prior to ordination Mat worked as a Chemical Engineer alongside leadership roles in his church. Since ordination he’s worked leading churches through change in Bristol and Cumbria and as a Chaplain at Lee Abbey, Devon. 

Mat’s wife Emma is also ordained, they have two grown up children and live in central London. He loves cricket, good coffee, sharing food with others and is getting into cycling.

​SARAH PIX

LEADERSHIP ENABLER

Sarah is the most recent addition to the team of Leadership Enablers at CPAS and is passionate about the Church, as the family of God, growing in confidence in the good news of Jesus for all people. Her heart is to see leaders at all levels equipped and enabled to fulfil their calling – co-labouring with God to see lives transformed and his kingdom advanced.

Sarah was ordained sixteen years ago, and has served in an Urban Priority Area, led a large town centre church and been Team Rector of two parishes in Dorset. Prior to ordination she worked as a botanist at Kew Gardens, specialising in daisies (but please don’t ask for advice about houseplants!).

She now lives near Salisbury with her husband and two daughters, Springer Spaniel and a recently acquired hamster. Her favourite ways to spend free time include the beach, walking, cooking and eating with friends and relaxing with family.

JAMES LAWRENCE

LEADERSHIP CHAMPION

James teaches and trains on leadership and evangelism in a variety of contexts. He is passionate about resourcing the local church to be well led and mission focused. He also writes resources, produces our monthly Lead On email, and is venturing out into online content creation.

On top of his leadership development work, James enjoys a wide range of other things, including a fitness regime driven by a love of sport, leading photography tours to Iceland and (bizarrely) ironing.

elspeth young

sAFEGUARDING Manager

Elspeth provides support and advice on safeguarding queries throughout the charity, creating and providing training, reviewing policy and procedures to support CPAS to continue to be a safe environment to work and support ministries. 

Elspeth has 15 years experience in the NHS and is a registered mental health nurse and DBT therapist. She has spent the majority of her career working with high risk and hard to engage young people with complex needs. She has trained many primary care and education staff in applying mental health in their areas of practice as well as previously working as a suicide prevention tutor. 

Elspeth is passionate about prayer and empowering people. She lives in Coventry with her husband and 3 children. She enjoys refreshing in nature, deep conversations with friends and loves music.

DAVID SKOPPEK

HEAD OF FUNDRAISING AND COMMUNICATIONS

David leads the Fundraising and Communications team at CPAS, and oversees all the work in this area.

David is a qualified youth and community worker turned professional fundraiser. Over the last five years, David has worked at senior level in the charity sector and brings a wealth of insight and experience to the  team. 

Living in Rugby with his wife, Charly and three children, David enjoys music, sport and anything adventurous.

PAUL NORRIS

DIGITAL SYSTEMS MANAGER

Paul joined CPAS in April 2023 as the Digital Systems Manager and is responsible for technology strategy, cybersecurity and ensuring everything IT related runs smoothly and safely.

Before joining CPAS Paul has had an extensive career in many areas of technology, as an IT consultant, technology leader and project manager, most recently in the retail and fashion industries. He has also been involved in church leadership and church planting over the last 25 years.

Paul is married and has 4 grown up children, a growing number of grandchildren and large collection of tarantulas. With a house that full, he loves to escape out on his bike and into the Scottish Highlands to climb as many mountains as possible.
